Opinions on Further Reducing the Burden of Homework and Extracurricular Training for Students in the Compulsory Education Stage

The following Opinions are hereby put forward so as to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Fifth Plenary Session of the 19th Central Committee, to truly improve the level of school education, to continue to regulate off-campus training (including online training and offline training), and to effectively reduce the excessive homework burden and off-campus training burden of students in the compulsory education stage (hereinafter referred to as "double reductions").

1. General requirements

1.Guiding ideology. Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the party's education policy, implement the fundamental task of establishing morality and cultivating people, focus on building a high-quality education system, strengthen the role of school education as the main front, deepen the governance of off-campus training institutions, resolutely prevent acts that infringe on the interests of the masses, build a good education ecology, effectively alleviate parents' anxiety, and promote the all-round development and healthy growth of students.

2.Working principles. Adhere to the student-oriented, respond to concerns, follow the laws of education, focus on the healthy physical and mental growth of students, protect students' right to rest, improve the overall quality of school education and teaching, actively respond to social concerns and expectations, and reduce the burden on parents; Persist in governing in accordance with the law, treating both the symptoms and the root causes, strictly implementing the Compulsory Education Law, the Law on the Protection of Minors, and other legal provisions, strengthening governance at the source, systematically, and comprehensively; Adhere to the government-led and multi-party linkage, strengthen the overall planning of the government, implement the responsibilities of departments, give play to the main role of the school, improve the safeguard policy, and clarify the coordinated responsibilities of the family, school and society; Adhere to the overall promotion and steady implementation, fully implement the relevant provisions of the state on reducing students' excessive academic burden, pilot key and difficult problems, actively promote typical experiences, and ensure the smooth and orderly work of "double reduction".

3.Objectives of the work. The quality and service level of school education and teaching have been further improved, homework assignments have become more scientific and reasonable, school after-school services have basically met the needs of students, students have better learning and returned to campus, and the training behavior of off-campus training institutions has been fully standardized. Students' excessive homework burden and extracurricular training burden, family education expenditure and parents' corresponding energy burden have been effectively reduced within one year, and the results have been remarkable within three years, and the people's educational satisfaction has been significantly improved.

2. Comprehensively reduce the total amount and duration of homework to reduce students' excessive homework burden

4.Improve the operation management mechanism. Schools should improve homework management methods, strengthen the overall planning of homework by subject groups and grade groups, reasonably regulate and control the structure of homework, and ensure that the difficulty does not exceed the national curriculum standards. Establish an on-campus publicity system for homework and strengthen quality supervision. It is strictly forbidden to assign homework to parents or assign homework in disguise, and it is strictly forbidden to ask parents to check or correct homework.

5.Categorize and clarify the total number of jobs. Schools should ensure that no written homework is assigned in the first and second grades of primary school, and that consolidation exercises can be appropriately arranged in schools; The average time to complete written assignments in grades 3 to 6 is not more than 60 minutes, and the average time to complete written assignments in junior high school is not more than 90 minutes.

6.Improve the quality of job design. Give full play to the functions of homework diagnosis, consolidation, and analysis of learning conditions, incorporate homework design into the teaching and research system, and systematically design basic homework that conforms to age characteristics and learning rules, and reflects the orientation of quality education. Encourage the arrangement of hierarchical, flexible and personalized operations, resolutely overcome mechanical and ineffective operations, and eliminate repetitive and punitive operations.

7.Strengthen homework completion guidance. Teachers should instruct elementary school students to basically complete written homework in school, and junior high school students to complete most of their written homework in school. Teachers should conscientiously correct homework, give feedback in a timely manner, strengthen face-to-face explanations, carefully analyze the learning situation, and do a good job of answering questions and guidance. Students must not be required to self-correct their homework.

8.Make scientific use of spare time. Schools and parents should guide students to complete the remaining written homework after returning home from school, to carry out necessary schoolwork, to engage in housework within their ability, to carry out appropriate physical exercise, and to carry out reading and literary and artistic activities. Individual students who are unable to complete their written assignments despite their efforts should also go to bed on time. Guide students to use electronic products reasonably, control the time of use, protect their eyesight, and prevent Internet addiction. Parents should actively communicate with their children, pay attention to their children's psychological emotions, and help them develop good learning and living habits. Boarding schools should make overall arrangements for after-school study and life.

3. Improve the level of after-school services in schools to meet the diverse needs of students

9.Guaranteed after-school service hours. Schools should make full use of the advantages of resources, effectively implement various after-school education activities, and meet the diverse learning needs of students in schools. Guide students to volunteer for after-school services. In principle, the end time of after-school services should not be earlier than the normal local closing time; For students with special needs, schools should provide extended care services; Junior high schools offer self-study classes on weekday evenings. Schools can make overall arrangements for teachers to implement a "flexible commuting system".

10.Improve the quality of after-school services. Schools should formulate implementation plans for after-school services to enhance the attractiveness of after-school services. Make full use of after-school service time, guide students to complete homework conscientiously, provide tutoring and Q&A for students with learning difficulties, expand learning space for students with spare time, and carry out a variety of popular science, culture, sports, art, labor, reading, interest groups and club activities. After-school service hours may not be used to teach new classes.

11.Expand after-school service channels. After-school services are generally provided by the school's teachers, but can also be provided by retired teachers, qualified social professionals or volunteers. The education department may organize outstanding teachers in the region to carry out after-school services in schools with weak teaching staff. Strictly investigate and deal with teachers' conduct of paying for make-up classes outside of school in accordance with laws and regulations, up to the point of revocation of teacher qualifications. Make full use of social resources, and give full play to the role of extracurricular activity venues such as children's palaces and youth activity centers in after-school services.

12.Strengthen and optimize free online learning services. Departments of education should solicit and develop abundant and high-quality online education and teaching resources, and use national and local education and teaching resource platforms and high-quality school network platforms to provide students with high-quality thematic education resources and learning resources covering all grades and disciplines free of charge, to promote the balanced development of educational resources and promote educational equity. All localities should actively create conditions to organize outstanding teachers to carry out free online interactive exchanges and answer questions. All localities and schools should increase the extent of publicity, promotion, and use, guiding students to make good use of free online high-quality educational resources.

IV. Persist in strict governance, comprehensively regulating the conduct of off-campus training

13.Adhere to strict examination and approval institutions. All regions are no longer to approve new academic extracurricular training institutions for students in the compulsory education stage, and existing academic training institutions are to be uniformly registered as non-profit institutions. For online academic training institutions that were originally recorded, the approval system is changed. Each province (autonomous region, directly governed municipality) should conduct a comprehensive investigation of online academic training establishments that have already been filed, and handle new approval formalities in accordance with standards. If it fails to pass the examination and approval, the original filing registration and Internet information service business license (ICP) shall be cancelled. For non-academic training institutions, all localities should distinguish between categories such as sports, culture and arts, and science and technology, clarify the corresponding competent departments, formulate standards by category, and strictly review and approve them. Strictly investigate and deal with off-campus training establishments that do not have the corresponding qualifications and conditions and carry out training at multiple locations without approval in accordance with laws and regulations. Academic training institutions are not allowed to be listed for financing, and capitalization operations are strictly prohibited; Listed companies must not invest in academic training institutions through stock market financing, and must not purchase the assets of academic training institutions through issuing shares or paying cash; Foreign capital shall not control or participate in academic training institutions through mergers and acquisitions, entrusted operations, franchise chains, or the use of variable interest entities. If it has been violated, it should be cleaned up and rectified.

14.Standardize training service behavior. Establish a system for the filing and supervision of training content, and formulate and issue measures for the management of training materials for off-campus training institutions. It is strictly forbidden to exceed the standard for advanced training, it is strictly prohibited for non-academic training institutions to engage in academic training, and it is strictly prohibited to provide overseas education courses. In accordance with laws and regulations, resolutely investigate and deal with outstanding problems such as over-the-scope training, uneven quality of training, vulgar and illegal content, and piracy and infringement. Strictly enforce the relevant provisions of the Law on the Protection of Minors, and off-campus training establishments must not occupy legally-prescribed national holidays, rest days, and winter and summer vacations to organize academic training. Training institutions must not poach school teachers with high salaries; Personnel engaged in academic training must have corresponding teacher qualifications, and the information on teacher qualifications shall be published in a conspicuous position on the training institution's premises and website; Parent and student personal information must not be disclosed. According to market demand, training costs and other factors, determine the charging items and standards of training institutions, and publicize them to the public and accept supervision. Fully use the Contract for Extracurricular Training Services for Primary and Secondary School Students (Model Text). Further improve mechanisms for normalized investigations, promptly grasp the situation and information of off-campus training institutions, and improve the "black and white list" system.

15.Strengthen the supervision of normal operations. Strictly control the excessive influx of capital into training institutions, the financing and fees of training institutions should be mainly used for training business operations, resolutely prohibit unfair competition in the form of fictitious original prices, false discounts, false publicity, etc., for the purpose of promoting business, and resolutely investigate and deal with industry monopoly behaviors in accordance with laws and regulations. Online training should focus on protecting students' eyesight, with each class lasting no more than 30 minutes, with an interval of no less than 10 minutes, and the end of the training no later than 21 o'clock. Actively explore the use of artificial intelligence technology to reasonably control students' continuous online training time. Online training establishments must not provide or disseminate negative learning methods such as 'taking photos and searching for questions' that inertize students' thinking ability, influence students' independent thinking, or violate the laws of education and teaching. The hiring of foreign personnel in China must comply with relevant national regulations, and it is strictly forbidden to hire foreign personnel outside the territory to carry out training activities.

5. Vigorously improve the quality of education and teaching to ensure that students learn well in school

16.Promote the high-quality and balanced development of compulsory education. All localities should consolidate the basic and balanced achievements of compulsory education, actively carry out the work of creating a high-quality and balanced compulsory education, promote the growth of new high-quality schools, and expand high-quality educational resources. Actively promote the group-based school-running, school-district governance and the construction of urban and rural school communities, fully stimulate the vitality of school-running, improve the overall level of school-running, and accelerate the narrowing of the gap between urban and rural, regional and school education levels.

17.Improve the quality of classroom teaching. The education department should guide schools to improve teaching management procedures, optimize teaching methods, strengthen teaching management, and increase students' learning efficiency in school. Schools should fully open the national curriculum, actively promote the connection between early childhood and primary science, help students prepare for school, teach from scratch in strict accordance with curriculum standards, and ensure that students meet the academic quality standards stipulated by the state. Schools must not arbitrarily increase or decrease class hours, increase difficulty, or speed up progress; Reduce the pressure of the exam, improve the exam method, and there shall be no early end of the class to prepare for the exam, illegal unified examination, excessive test questions, test rankings, etc.; The examination results are presented in a grading system, and the tendency to focus on scores is resolutely overcome.

18.Deepen the reform of high school admissions. All localities should actively improve the enrollment and admission model of high school based on the results of the junior high school academic proficiency test and combined with the comprehensive quality evaluation, and improve the examination methods and the presentation of results according to the characteristics of different subjects. Adhere to the study of the examination, further improve the quality of the propositions of the high school entrance examination, and prevent deviations, strange questions, and problems that exceed the curriculum standards. Gradually increase the proportion of high-quality ordinary high school enrollment indicators allocated to junior high schools in the region, standardize the enrollment order of ordinary high schools, and put an end to illegal enrollment and vicious competition.

19.Included in the quality evaluation system. Local party committees and governments at all levels should establish a correct outlook on their achievements and strictly prohibit the issuance of targets for higher education or the one-sided evaluation of schools and teachers based on the rate of higher education. Conscientiously implement guidelines for the evaluation of the quality of compulsory education, include the effectiveness of the "double reduction" work in the quality evaluation of compulsory education at the county level and in schools, and make students' participation in after-school services, extracurricular training, and the reduction of training expenses an important part of the evaluation.

6. Strengthen supporting governance and improve support and support capabilities

20.Guarantee the conditions of after-school services in schools. All localities should make overall plans for the approval of the establishment of teachers and staff based on the size of the student population and the standards for the establishment of primary and secondary school staff, and allocate sufficient teachers. Provincial-level governments should formulate measures to ensure the funding of after-school services in schools, clarify relevant standards, and adopt methods such as financial subsidies, service fees, or collection of fees to ensure that funds are in place. After-school service funds are mainly used to participate in after-school service teachers and related personnel subsidies, the relevant departments in the approval of the total amount of performance pay, should consider the factors of teachers' participation in after-school services, the amount of funds for teachers' after-school service subsidies, as an increment into the performance pay and set up corresponding items, not as the following year to the normal approved total amount of performance pay base; For those who hire off-campus personnel to provide after-school services, the after-school service subsidy may be managed according to labor fees. Teachers' performance in after-school services should be used as an important reference in the evaluation of professional titles, commendation and awards, and the distribution of performance-based salaries.

21.Improve the coordination mechanism between families, schools and communities. Further clarify the responsibility of home-school education, close home-school communication, innovate collaborative methods, and promote the construction of a collaborative education community. The education departments, in conjunction with women's federations and other departments, should run parent schools or online family education guidance platforms, promote the establishment of community family education guidance centers and service sites, guide parents to establish a scientific concept of parenting, rationally determine children's growth expectations, and strive to form a consensus on reducing burdens.

22.Do a good job of training advertising control. Relevant central departments, local Party committees, and governments at all levels should strengthen the management of advertisements for extracurricular training, ensuring that mainstream media, new media, public venues, all types of billboards and online platforms in residential areas do not publish or broadcast advertisements for extracurricular training. Commercial advertising activities must not be carried out in primary and secondary schools and kindergartens, and teaching materials, teaching materials, workbooks, stationery, teaching aids, school uniforms, school buses, and so forth must not be used to publish or covertly publish advertisements in primary and secondary schools and kindergartens. In accordance with laws and regulations, strictly investigate and deal with all kinds of illegal advertising conduct for extracurricular training that exaggerates the effectiveness of training, misleads the public's concept of education, and creates anxiety among parents.

7. Do a solid job of pilot exploration to ensure that governance work is steadily advanced

23.Clarify the requirements for pilot work. While carrying out governance work in an all-round way, Beijing, Shanghai, Shenyang, Guangzhou, Chengdu, Zhengzhou, Changzhi, Weihai, and Nantong are designated as national pilots, and at least one prefecture and city in other provinces are selected to carry out pilot projects, and the pilot content is listed in Articles 24, 25, and 26.

24.Resolutely reduce academic extracurricular training. Re-examine and register existing academic training institutions, gradually and greatly reduce them, and solve the problem of excessive and excessive use; In accordance with laws and regulations, strictly investigate and deal with institutions that do not meet qualifications, have chaotic management, take advantage of opportunities to accumulate money, make false publicity, and collude with schools for profit.

25.Make rational use of resources inside and outside the school. Schools with the capacity are encouraged to provide students with interest-based after-school service activities in their spare time for students to choose to participate in. Where after-school services cannot meet the special needs of some students, such as the development of interests and specialties, non-academic extracurricular training institutions may be appropriately introduced to participate in after-school services, and the education department is responsible for organizing the selection for schools to choose and use, and establishing mechanisms for assessment and withdrawal, and resolutely canceling training qualifications for training establishments that have problems such as low service levels, maliciously recruiting students at school, not providing services in accordance with regulations, and disrupting the order of school education and teaching and enrollment.

26.Strengthen the supervision of training fees. Persist in the public interest nature of extracurricular training, fully considering its characteristics of involving major people's livelihoods, including fees for academic extracurricular training in the compulsory education stage in the government's guidance price management, scientifically and reasonably determining pricing methods, clarifying fee standards, and resolutely curbing excessively high fees and excessive profit-seeking conduct. Through third-party trusteeship, risk reserves, etc., risk management and control of prepaid fees by off-campus training institutions, strengthen the supervision of loans in the field of training, and effectively prevent the occurrence of problems such as "difficulty in refunding" and "running away with money".

8. Carefully organize and implement to achieve practical results

27.Deploy a comprehensive system. To strengthen the party's leadership over the "double reduction" work, the party committees and governments of all provinces (autonomous regions and municipalities directly under the Central Government) should regard the "double reduction" work as a major livelihood project, include it in the important agenda, and include it in the key tasks of the provincial (autonomous region, municipality directly under the Central Government) Party committee education work leading group, and refine and improve the measures in combination with local conditions to ensure the implementation of the "double reduction" work. School party organizations should conscientiously do a good job in the ideological work of teachers and fully mobilize the enthusiasm and creativity of the vast number of teachers. Extracurricular training institutions should strengthen their own party building work and give play to the role of party organizations as a fighting fortress.

28.Clarify the responsibilities of the department. The education departments should do a good job of overall planning and coordination, and work with relevant departments to strengthen the daily supervision of off-campus training institutions, and guide schools to do a good job of work related to the "double reduction"; Publicity and internet information departments should strengthen public opinion publicity and guidance, and internet information departments should cooperate with the departments of education, industry, and information technology to complete efforts to supervise online extracurricular training; The establishment department should make up for the number of teachers in primary and secondary schools in a timely manner; The development and reform departments, in conjunction with the departments of finance and education, should formulate standards for after-school services or fees collected on behalf of schools, and in conjunction with the departments of education and other departments, formulate guidance policies for the collection of fees by extracurricular training institutions in pilot areas; The financial sector should strengthen the financial guarantee of after-school services in schools; The human resources and social security departments should do a good job in the work related to the approval of teachers' performance salaries; Civil affairs departments should do a good job of registration of academic training institutions; The departments for market regulation should do a good job of the registration of non-academic training institutions and the supervision of off-campus training institutions' fees, advertising, anti-monopoly, and other areas, increase the force of law enforcement inspections, and work with the education departments to strictly investigate and deal with training conduct that violates laws and regulations in accordance with laws and regulations; Political and legal departments should do a good job in maintaining harmony and stability; Public security departments should strengthen public security management in accordance with law, jointly carry out intelligence information collection, research, and early warning and prevention, and do a good job of emergency response to relevant stability-related incidents; The People's Bank of China, the China Banking and Insurance Regulatory Commission, and the China Securities Regulatory Commission are responsible for guiding banks and other institutions to do a good job in the risk management and control of prepaid fees for off-campus training institutions, and to clean up and rectify the financing and listing of training institutions; Other relevant departments are to take responsibility and do a good job of implementation in accordance with their respective duties.

29.Jointly carry out special governance actions. Establish a special coordination mechanism for the "double reduction" work, and organize and carry out special governance actions in a centralized manner. The Ministry of Education has set up a special working body for the coordination mechanism, done a good job of overall planning and coordination, and strengthened guidance for work in various localities. All provinces (autonomous regions and municipalities directly under the Central Government) should improve working mechanisms, establish special working bodies, and clarify the roadmap, timetable, and responsible persons for special governance actions in accordance with the goals and tasks of the "double reduction" work. Highlight the key points of work, key links, weak areas, key objects, etc., and carry out comprehensive investigation and rectification. Violations of laws and regulations should be severely punished in accordance with laws and regulations, forming a warning and deterrence.

30.Strengthen supervision, inspection, publicity and guidance. The implementation of the "double reduction" work and actual results will be regarded as an important part of the supervision and supervision, the special rectification of ignoring the interests of the masses, and the supervision and evaluation of the government's performance of educational duties. Establish mechanisms for pursuing responsibility, and strictly pursue responsibility in accordance with laws and regulations for localities, departments, schools, and relevant responsible persons who do not implement responsibility and have measures in place. All localities should set up supervision platforms and special reporting hotlines to unblock channels for the masses to supervise and report. All provinces (autonomous regions and municipalities directly under the Central Government) should promptly summarize the good experience and good practices in the "double reduction" work, and do a good job in publicity and promotion. The news media should adhere to the correct guidance of public opinion and create a good social atmosphere.

While doing a good job of the "double reduction" of students in the compulsory education stage, all regions should also make overall plans for the governance of extracurricular training for preschool children aged 3 to 6 and ordinary high school students, and must not carry out online training for preschool children, and it is strictly prohibited to carry out offline academic (including foreign language) training for preschool children in the name of preschool classes, kindergarten and primary school bridging classes, thinking training classes, and so forth. New extracurricular training institutions for preschool children and academic extracurricular training institutions for ordinary high school students will no longer be approved. The management of academic training establishments for ordinary high school students is to be carried out with reference to the relevant provisions of these Opinions.
